Meaning of Hijra

Problems, when the Muslims want to emigrate, where? Because the whole world is dar ul kufr. In Western countries where the democratic majority of the Muslims live, the situation is no better than their own countries. Therefore, how do hijra actualization?
First, the move from a state that is oppressive or corrupt aqeedah and they lead to the places where their diversity is recognized and protected. This can be exemplified in the case of displacement of the Muslims of Palestine, Bosnia, Chechnya and other Islamic countries to like Jordan, Saudi Arabia, and Pakistan. However, the Messenger of Allah. let some of the believers to stay in the city of Mecca as an Nuhham Nu'aim ra who, when not prevented by his people emigrated. "So by your Lord, they (in effect) do not believe until they make you judge in the case that they can not agree, then they have no reservations in their hearts against the verdict you gave, and they receive the full" (Surat an-Nisa ' 65).
Even the Muslims are required to leave the laws but the laws of Allah Almighty called by the Qur'an as the law of Evil. Allah says:
"Have you not seen those who claim to believe in what he has revealed to you and to what is revealed before you? They want berhakim to Evil, but they have ruled that denying thaghut. And what the devil intended to mislead them (with) the extent of deception -away "(Surah An Nisa 60).
